My comment in this area would be that there is no issue with the regulations and guidance provided by government and the HSE, the issues lies with inconsistent enforcement across different local authorities. Often the inspection authority will not see reasonable enforcement and the fact that you are protecting against the risks you feel are present and greater concern. I have dealt on numerous occasions with local authority inspections who are more concerned that an escape route is provided in an area where it really is not required. Running water to first aid post, when we provide adequate facilities rather than this due to the cost. There is no freedom to work within guidance and local authorities don’t use it as guide they use it as the law. This is what needs sorting not the regulations themselves. There are risks around charities and volunteer work in events and it needs to be managed and fall under the scope of H&S regulation.
