In my experience as regulator (EH, TS, Licensing):
BBPA represents pubcos, licensed trade feel powerless in trading relationship with pubcos, tighter planning controls to protect pubs would be welcome, business rates burdensome, supermarket trade have unfair trading advantage, Brulines are occasionally not viewed sympathetically by TSO, inconsistent local authorities should be identified and challenged
