Comment:
I find that the fire safety enforcement officers are often inexperienced and lack formal training. They do not understand the complexities of the organizations in which they attempt to enforce fire safety legislation. Where they feel able to make a contribution – or issue an instruction – they do so merely by refering to standard guidance documents and are unable to consider a more complex risk assessment aproach.
